Mike Ruddock's Ireland team let slip an 18-7 first-half lead but if Matthew Morgan's clearing kick had found touch in added time then Wales would have secured a 26-21 victory.
Jackson's early penalty put Ireland ahead only for Wales to hit back when Adam Warren pounced on Michael Sherlock's fumble to touch down. Morgan added the extras to give Wales a 7-3 advantage.
Ireland though dominated the next 20 minutes with Jackson slotting another penalty before his scything run through the Welsh defence gave the platform for Martin Moore to barge his way over.
Jackson again turned provider for Irleand's second try when his perfectly floated pass allowed flying winger Craig Gilroy to sprint in from 50m.
Wales though immediately reduced the deficit before the halftime interval as Harry Robinson put Owen Williams away before Morgan converted and added a penalty to make it a one-point game.
Jackson's penalty early in the second half took Ireland into a 21-17 lead but three penalties from the boot of Morgan in the final eight minutes put Wales in the driving seat.
Morgan though was left to rue the fact that his late kick didn't find touch as Ireland marched their way downfield with Doyle barrelling his over with the blessing of the television match official.
After playing his part in an outstanding match, Jackson missed the chance to make himself a hero as his conversion came back off the post to leave honours even.
