Early in the game, Ireland's stand-off Paddy Jackson saw his clearance kick charged down by Harry Leonard but before fly-half Stuart Edwards could dab the ball down, the play was brought back by the referee Tempest for a knock on.
From the resulting scrum, Ireland's pack - led by tighthead Martin Moore - put the squeeze on and won a turnover before marching their way down field.
After a series of pick-and-drives, Mike Ruddock's side created enough gaps in the Scottish defence for Annett to barrel his way over although Jackson couldn't add the extras.
Scotland responded well and only some desperate defence stopped them from getting back into the game with No.8 James Tyas adjudged to have been held up over the line.
And the home side would pay for failing to make the most of those opportunities as once again the power of the Irish scrum proved decisive.
After working their way into a good position, three collapsed scrums near the Scottish tryline gave Tempest little choice but to award the penalty try which was converted by Jackson for a 12-0 halftime lead.
Scotland's captain Harry Leonard missed two shots at goal in the second half to get his team back in the game while Jackson added a penalty with ten minutes remaining to wrap up victory for Ruddock's charges.
