But England held on to record an opening win as they aim to succeed Ireland as Under-20s champions.
Pontypridd's Edward Siggery got Wales off to flyer as he finished off a move started by fly-half Matthew Morgan inside his own 22. Morgan adding the conversion.
Centre Elliot Daly created a try with a beautiful offload for Elliott whose try went converted by George Ford before a Morgan penalty pushed Wales 10-5 in front.
But England rallied as Kvesic smashed his way from close range after good work by Ford who added the conversion.
The Leicester fly-half was soon repeating the process after Gray went over under the posts to give England a 19-10 lead.
It would get better for the visitors as they ended Kvesic capitalised on their purple patch with his second try.
Another Morgan penalty put a lid on the English scoring but they went into the break with a commanding 26-13 advantage.
The second half was a completely different story as England lost the rhythm and Wales found a second wind.
With the hosts doing most of the attacking, English prop Henry Thomas was sinbinned and Wales would take advantage.
Thomas brought Wales back to within six points but the home side were denied when, after a series of attacks on the English line, they were penalised for holding on.
