The RFU have stated that the new coach will have the relevant experience to lead England in a three-Test tour of South Africa in June 2012, while he will also be supported with a new structure.
And in explaining the reason for employing a temporary coach, RFU acting chief executive Stephen Brown insists it is to choose the right replacement in the long term.
"We underperformed at the World Cup and there were events throughout the tournament that were not acceptable," he said.
"We are determined to address the cause of those issues and will ensure that they are not repeated.
"We believe that the actions approved will in the long term help the England team and elite rugby in this country move forward to where we all want it to be."
