After losing 14-5 on Wednesday, a young England side were edged out 16-15 despite leading for large parts of the game.
Teenager Alex Matthews, one of five new caps, crossed early on while Michaela Stainford also touched down a solo try early in the second half.
But Laurelin Fourcade's late try ensured France picked up another morale-boosting victory ahead of the RBS 6 Nations but Street refused to be downhearted.
"We are obviously disappointed to lose this match, but it was very useful to get five uncapped players on the pitch today who all showed up," he said.
"They have shown a tremendous amount of potential as have our other relatively young squad members.
"France put in a strong and powerful performance today and we have learned valuable lessons from that.
"With several of our experienced players available for selection for our three tests against New Zealand later this month I think we will be in a strong position on the back of this series."
