However former captain Catherine Spencer misses out, having to settle for a place on the bench.
Katy McLean, who kicked the vital winning points when the sides met last year will once again captain England.
Street explained how players that caught his eye against Italy made the grade and emphasised the importance of a strong bench.
"I have made a couple of changes, and I have picked my starting line-up from the players on form from our game against Italy," said Street.
"Sophie and Becky are also key to our set-piece work and that will be a big area for us this weekend. They also give us a lot of experience.
"We also have an incredibly strong bench, with some world class players ready to come into the game - there is a lot more than a starting XV here."
Street admitted he is wary of the threat the French poses but feels confident that at home they can make it three wins out of three.
England won in France last year by a single point, and both sides this year are unbeaten in this year's championship, setting up a potential Grand Slam decider.
"France have had two good wins this season, including one away against Ireland which is always tricky when you go to their patch.
"As always we are expecting another tough and physical game, but we are confident we can carry our form from the game against Italy into this match. And we are looking forward to doing it in front of a big crowd."
