Saint-André has made two other changes to his backline with Maxime Médard coming on to the wing and Florian Fritz starting in the centres.
Médard had been expected to start after being called into the squad for Benjamin Fall, but the uncertainty surrounded whether he would start on the wing or at full-back.
In the end Saint-André chose to leave Yoann Huget in the 15 jersey, with Médard in as a straight swap for Fall on the left wing.
The final change sees Fritz replace Mathieu Bastareaud to form France's fourth centre partnership in as many games this championship.
The Toulouse player had started the tournament as first choice alongside Maxime Mermoz but will now return to partner Wesley Fofana - scorer of an outstanding individual try last time out at Twickenham.
France are seeking to avoid a fourth straight defeat in this year's competition and Saint-André explained that he was eager to see more of Parra, who impressed in his first start of the Championship last time out.
He said: "Morgan has had some excellent games, both for France and for Clermont. We want to get it right for 80 minutes, for now we don't seem to be able to manage that."
