Gary Street's women have been imperious all tournament in which they have scored 123 points in three games up to the match against France - and the French penalty doubled the amount of points conceded so far.
But the Red Rose were made to work extremely hard by a well-drilled aggressive French defence and led only 3-0 at the break through Scarratt's penalty.
However as Scarratt began to pull the strings in the second half, France were opened up twice in the space of minutes.
Scarratt got her deserved score ten minutes into the second half after she skipped through a Sandrine Agricole tackle and sprinted 40 metres to dive clear under the posts.
And England put the game to bed moments later as winger Wilson raced over after some good interplay with Rachel Burford to leave the French shell-shocked.
But they regrouped and forced themselves into the England half as Aurelie Bailon slotted over a penalty.
However, England's quality shone through and they saw out the game with an excellent away performance against their closest rivals and are now in pole position for another Six Nations title.
