Thirteen points up after half an hour, the Welsh were pegged back as their opponents posted 16 points without reply.
But two Sam Davies second-half penalties and a converted Steffan Hughes try proved enough despite Eoghan Masterson’s late Scottish try.
Ireland will also face a final group game decider after defeating Fiji 46-3 with a try each for Dan Leavy and Chris Taylor and doubles for Rory Scholes and Darren Sweetnam.
Picking up a crucial bonus point, they will now face fellow Group B opponents New Zealand as they look to reach their first ever JWC semi-final.
Meanwhile, Italy will return for next year’s championships after they beat Canada 45-23 to claim the IRB Junior World Rugby Trophy in Temuco, Chile.
Ahead through a Marcello Violli converted try inside the first minute, the Italians scored five further tries to hand departing coach Gianluca Guidi a final win.
