Interim Scotland head coach Frank Hadden will blood two new players in the international game against the Barbarians on May 24.
Glasgow Warriors hooker Scott Lawson, 23, and 22-year-old back-row forward Kelly Brown from The Borders will play at Pittodrie.
Hadden has also named two further uncapped players on the bench - Glasgow pair Euan Murray and Andrew Wilson.
Hadden said: Scott Lawson has quite clearly pushed Gordon Bulloch very hard for selection for Glasgow this season and he deserves this opportunity.
I expect Dougie Hall will also be putting Scott under pressure.
With Kelly its a similar scenario. He has really come on this season playing for The Borders and he also merits selection.
Hadden insists his team selection is based on players available rather than any long-term plan for the future.
He said: This is not a developmental side, it is the best side we can get.
There are one or two slight variations for the game against Romania, but we are not thinking about the future - just about the present.
It is not an 18-month development plan, it is a two-game development plan. Then we will see what happens.
He added: I had a meeting with the boys and they condensed a lot of things they had been working on.
So it is not going to be too complicated."
