A late penalty from Ionut Tofan settled a gripping contest in Romania's favour as they held off a stirring fightback from Italy to record a 25-24 victory.
Romania let slip a 22-5 half-time lead and the Azzurri battled back to lead 24-22 with only two minutes remaining.
However Tofans kick restored the advantage for the hosts, and handed new coach Daniel Santamans a success in his first match in charge.
Although Nicola Mazzucato scored for Italy following Tofans early try, Romania took control of the contest and further efforts from Costica Mersoiu and Ovidiu Tonita gave the home team a solid lead at the break.
Kane Robertson, Gonzalo Canale and Paul Griffen all touched down for John Kirwans team after the interval to turn the game around, but Tofan had the final word.
