Scotland coach Matt Williams insists he will not discriminate against English-based players in future international squads but maintains his loyalty will remain with those staying north of the border.
The former Leinster coach unveiled his 'Fortress Scotland approach to the national side when he took over from Ian McGeechan after the World Cup.
Williams warned Edinburgh, Glasgow and Borders players would be chosen ahead of those internationals with English clubs.
But he has now pleaded with some of the countrys leading players to return to the three Scottish professional teams instead of continuing to play club rugby in England.
Williams believes the national team would benefit greatly from having the likes of prop Tom Smith, winger Simon Danielli and Saracens-bound lock Iain Fullarton plying their trade in
Scotland.
However, he admits financial hardship is one of the reasons he will not overlook players for the national team.
Williams said: Players have to understand that, if they leave the country, they have made a choice to put Scotland second. And thats fine, but there are obvious ramifications.
Players that play for the pro teams in Scotland deserve our loyalty.
By allowing our players to go is not helping us, we want to have these players here.
But its a very hard process and there are extreme financial pressures, so it is simply a logical step to allow them to play there.
Meanwhile, Williams has given teenager Alan MacDonald a taste of the high life as he begins preparations for the summer tour Tests against Australia and Samoa.
The 18-year-old Heriots flanker is one of four newcomers added to the Scottish training squad after playing in all five games in the recent IRB under-19 World Cup.
MacDonald, who has also represented his country at under-18 level, concedes the gap between international level and his last outing - with Heriot's second seven in the Edinburgh Northern tournament at Inverleith Park - is quite a major one.
He said: "It's a bit of a jump to make a Scotland squad."
Borders prop Geoff Cross, Edinburgh Gunners hooker Andrew Kelly and team-mate Hugo Southwell are also included in a training squad for the first time.
