Jackson, the Ulster fly-half, was expected to earn his second cap following his debut against Scotland as first-choice No.10 Jonny Sexton continues his recovery from a hamstring injury, ruling him out for another week.
However, a tight hamstring means Kidney has opted to leave open slots in his matchday squad for both the starting and reserve fly-halves, with Leinster’s Ian Madigan also in contention.
Elsewhere Cian Healy returns from his ban and replaces Tom Court in the front row while fit-again Mike McCarthy returns at lock with Donncha O'Callaghan dropping to the bench.
Leinster’s Fergus McFadden starts on the right wing in place of Craig Gilroy, who has failed to recover from a groin strain, while prop Declan Fitzpatrick also misses out with a calf strain, with his replacement also to be confirmed by coach Kidney later in the week.
“I left an opening at 10 and at reserve 10 because just before we came into the training I was told that it was better to give Johnny another week,” said Kidney.
“We've withdrawn Jonny from consideration and it's between Paddy and Ian now and we'll firm that up later in the week.
“It was just Murphy's law what was going to happen at 10.
“Every player is available to us and we'll call in players when and where we feel deem fit but at the moment we don't have the need to call in anybody.”
