Halfpenny was the star of the Wales show in the Six Nations campaign – usurping Rhys Priestland as the team’s kicker on his way to racking up 66 points, with two tries.
The 23-year-old also won plaudits left, right and centre for his try-saving tackle on David Strettle in the dying embers of Wales’ 19-12 win over England at Twickenham.
Those heroics have been followed by reports linking the 23-year-old – who kicked all of the Blues’ points in their 33-12 defeat at Ospreys over the weekend - with a move away from the capital.
But Holland insists the Blues star – under contract until next summer - will not be heading for the Blues exit any time soon.
“Leigh's still in contract, and he's in contract for another season,” said Holland.
“So contrary to some of the threads that are going on, he's going nowhere.”
But while Holland was feeling bullish about the future of Halfpenny, he is not so sure about hanging onto his international back-three partner Alex Cuthbert.
After a breakthrough Six Nations campaign saw him run in three tries the Blues wing has been linked with a move to France.
“Alex Cuthbert, an offer has been made to him - a very competitive offer - and we await his decision," said Holland.
