The versatile 25-year-old has been in scintillating form in the Super XV including last week’s match-winning try against the Chiefs.
And he is relishing the chance to join high-flying Ulster who will play their first Heineken Cup knockout game in 12 years against Northampton next weekend.
“I had always thought that I would like the chance to play abroad at some stage in my career,” said Payne who has also played Super rugby with the Chiefs and the Crusaders.
“I didn't think that chance would come up as early as it has but I am delighted to have signed for Ulster.
“I have spoken with David Humphreys at length about the rugby set-up and have certainly been impressed by what they are trying to achieve and how they are going about it.
“I have also talked to some friends from outside rugby circles about what life in Northern Ireland will be like and I am really looking forward to arriving in Belfast.
“I'm aware that Ulster have a fairly young group of backs coming through and I'm keen to be involved in helping with their development.
“I look forward to passing on a bit of knowledge to anyone who may benefit from it.”
