The axe was wielded on Dan Parks and Rory Lawson at nine and ten as Robinson seeks for a different approach to break down Ireland.
Blair, 29, will partner Jackson, 23, on his Six Nations bow – but the British & Irish Lions scrum-half expects the youngster to swagger into Murrayfield and make an instant impact.
“I think one of Jacko's qualities is his confidence," said Blair.
"He has a bit of swagger about him and is happy to tell more experienced, bigger, older people what he wants.
“I don't think there is any more responsibility on me than there would be normally, but with half-backs that comes with the job.
"He is a different kind of player to Dan Parks. I think it is almost the same situation as it is with me and Rory at scrum-half.
“I think that Jacko will be able to challenge the line and force their back row to make some decisions.
"I'll look to bring a few more runners in, maybe a few more bits of play from me.
“Rory is a very good passer of the ball so a lot of the stuff will come on the wider outside.
“Hopefully I can help to challenge the back row and bring a few runners into the game.”
