South African-born Fourie missed England’s opening day 26-19 win in Cardiff with a calf strain but is now fit to earn his first Six Nations appearance.
The 31-year-old made his England bow off the bench in last November’s 26-16 defeat to the All Blacks before a first start against Samoa a fortnight later.
Worsley replaced Haskell for the last 20 minutes against Wales but misses out again after not featuring in the autumn internationals.
Wasps coach Tony Hanks was surprised at the decision but thrilled to have Worsley back for the visit of Gloucester on Sunday.
“In part I’m disappointed to have Joe back. I’d love to have seen him playing for England at the weekend against Italy,” said Hanks.
“I think his form for us deserves it, but we’re not going to say no. Joe has been great for us and it will be good to have him back in the pack.”
Meanwhile Gloucester’s James Simpson-Daniel and London Irish’s Alex Corbisiero, both called up as cover on Monday, will return to their clubs.
The others released are Riki Flutey, Nick Abendanon, George Chuter, Paul Doran-Jones, Phil Dowson, Charlie Hodgson, Joe Simpson, George Skivington and David Strettle.
