A Gloucester fan who played for Cardiff Blues and Merthyr before joining Scarlets, Morgan would qualify for Wales on residency grounds from January 2012.
But while fellow England-born Scarlet George North had no problems picking a red shirt over a white one, Morgan admits his own decision is far from clear cut.
“It is a bit of a false situation really because nobody is asking me to play for them but it is something I would have to consider if it came up,” said Morgan, who claimed the man-of-the-match award in the 35-27 Heineken Cup defeat of Treviso.
“I haven’t given it a great deal of thought, but as you have asked me it is something I would have to take a bit of time over if it were to come up because it is an important decision.
“I enjoy playing in Wales and I am very grateful for what playing in Wales has done for me but I also feel a loyalty to where I am from as well.
“I feel a lot of gratitude to both so if it was something that ever came up then I would have to take a lot of things into consideration before I decided who to play for.
“It would be a great honour to be asked to play international rugby but I will only truly be able to make my mind up if and when I am asked.”
