Both Walder and Hodgson kicked four penalties apiece in an error-strewn first half and the England fly-half, who missed two months after shoulder surgery, kicked another four after the break.
Dan Ward-Smith touched down for Wasps even after teammate Rob Webber had seen yellow for talking back to the referee before Walder scored the decisive drop-goal.
Despite his flawless kicking, Hodgson still received stinging criticism from Brewer, who condemned the tactical aspect of his star man’s display.
“Dave Walder stuck to their plan for 80 minutes and in the end it won them the game. Charlie didn't manage the game when he should have,” said Brewer.
“He kicked all the penalties but on certain occasions he didn't manage the game. I will be talking through it with him this week. Dave Walder managed the game better than Charlie.
“We did our best to lose the game throughout the second half and we achieved what we set out to do. We endeavoured to lose the game. It's entirely down to us."
