France introduce overseas quota

France are to introduce measures restricting the number of foreign players at clubs in the country's top two leagues to 30% by the start of the 2011 season and also bring in a salary cap.
England internationals James Haskell, Tom Palmer and Riki Flutey will all leave London Wasps to cross the channel for the start of next season.

The Ligue Nationale de Rugby (LNR) will ensure at least 50% of the players in squads in the Top 14 and Pro D2 are made up of home-grown players in 2010/11, with that figure rising to 70% for the following season.

The LNR defined a home-grown player as someone who has played for five seasons, consecutively or not, with a French licence or someone who has spent three years at a rugby academy before turning 21.

A salary cap will also be introduced for the two divisions for the start of the 2010/11 campaign.

English rugby clubs already have a salary cap of £3.6 million but France's is set to be higher.

LNR president Pierre-Yves Revol believes a limit on foreign players in the leagues “will be in the interests of the French national team”.

The England trio and a host of high-profile overseas players have flocked to France over the past few years to take advantage of the high salaries on offer at Top 14 and Pro D2 clubs.
