Welsh Rugby Union chief executive Roger Lewis has confirmed plans are afoot for a fifth regional side in the country.
The WRU has come in for some fierce criticism following its decision to disband the Celtic Warriors in 2004, while national coach Warren Gatland admitted earlier this week that another region would benefit his side.
Now Lewis has revealed north Wales is being lined up as a possible host for a development side.
He said: "We are working with north Wales to see if we can put in place a development region.
"And we have to explore other opportunities in Wales as well.”
He added: "If I could put the clock back, I would certainly not have disbanded the Celtic Warriors.”
